Established by CA Senate Bill 1608 in 2008, the Certified Accessibility Specialist (CASp) program gives California business and property owners a legal window to correct accessibility issues identified by a California Certified Accessibility Specialist (CAS) referencing the California Building Code (CBC) before a lawsuit may proceed.
A facility may be evaluated in full or in part, with corrections completed within a given time frame based on budget and structural feasibility to reduce—and in most cases avoid—legal action.
Business and property owners often seek a CASp Report before any legal threat arises so they can address issues early, reduce the risk of litigation, and most importantly, support full access to all public users of commercial and residential properties in compliance with the CBC.
A building/business Owner and CAS signed CASp Report—or even an unsigned Accessibility Inspection Report—can assit a prospective buyer during escrow avoid major unexpected costs. Findings such as noncompliant walkway slopes, stairs, eleva tors, ramps, restrooms, parking areas, signs, etc., may support renegotiating the purchase price significantly.
As a California-licensed architect with extensive experience in the design of public commercial and housing projects, Fay provides written solution options for issues identified in her CASp Reports and Accessibility Inspections—an added service that CASp inspectors are not required to offer. This can save clients time and money because a signed CASp Report requires a work remediation plan, which often means hiring a contractor or architect to develop corrective solutions before signatures.
Pre-construction plan review is also an offered service. Identifying potential accessibility issues before building saves time, money and potential litigation.

Plan Reviews

A Pre-Construction Plan review performed at 50% and 95% completion acts as great insurance against "built non-compliance." Money spent on a plan review is pennies to the thousands of dollars it may cost to re-slope a ramp, etc.
